Status Report  4/12/18

At the March 27th Organization Meeting, held at the Cheyenne Library and widely publicized, we did not have sufficient participation to select a new officer slate, nor enough potential board members to form a board large enough to meet the requirements of the Colorado NonProfit Corporation Act.   Therefore the acting Secretary filed the Articles of Dissolution on 4-6-2016 with an effective date of May 30, 2018.

Organizational Meeting -  March 27th 6-7:30PM at Cheyenne Public Library 

This meeting will reconstitute the OBNA Board with the selection or reconfirmation of 4 officers and 3 board members, plus one or two alternate board members for a regular quorum. The Old Broadmoor Neighborhood Association has a potential to maintain and improve the Broadmoor area and represent us in negotiations with City Planners and other government agencies, in addition to civic projects such as the Historical Preservation Update. The OBNA is charted and current with the State of Colorado, has a bank account with operating funds. Nearby find the current Charter and map of the OBNA area. Other households can be included upon application.

Zoo files new Hippo/Penguin plan

Report from the first OBNA Meet & Greet


Our first real Meet & Greet went quite well, for Monday, April 24 6-7PM at the Ivywild School.   About 30 attended and we added 15 new members to the list.    The Barrel Aging Room at Ivywild proved an interesting location and a few folks introduced themselves to craft beer. 


Dave Munger from the Council of Neighbors and Organizations gave a 20 minute talk on the value that CONO can bring to Neighborhood Associations. 


We appreciate the extra effort that Bill Dagengesh of the Cheyenne Edition has done to help get the Old Broadmoor Neighborhood Association up and running. 

Expect another Meet & Greet in a about 30 days, and watch this space for details!

Lake Avenue Water Main Replacement Project

Colorado Springs Utilities will begin replacement of a water main pipeline in Lake Avenue in early May. This work – between The Broadmoor and Seventh Street – will require a detour and lane restrictions. To provide information to the neighborhood and the public, Utilities plans an open house Monday, April 24. The detour will be between The Broadmoor and 1st Street, using Pourtales Road, and will last about two weeks. Later phases will permit single lanes of eastbound and westbound traffic on Lake Avenue with construction occurring  in a third lane that is reserved for construction. The replacement is part of Utilities’ ongoing effort to replace aging water infrastructure before the City resurfaces streets as part of the 2C initiative.  Call (719) 668-4805 for more information.

Report from Old Broadmoor Neighborhood Association Introductory Meeting on Wednesday, March 22 at the 
Cheyenne Public Library. 

25-30 Broadmoor neighbors attended this introductory meeting to guage interest in revitalizing the OBNA - inactive since 2006.   The effort was boosted by a front-page story in the Cheyenne Edition.  Since getting a start on the Alsace/7th Street Traffic Safety Project, (50 members) the OBNA added 7-8 specific OBNA members since the announcement of the effort.   Adding the two groups gives a current member count of about 60.  




The meeting featured a brief PowerPoint about the accomplishments of the Alsace/7th group and the advantages of a Neighborhood Association relative to an ad-hoc collection of neighbors.   Many of the attendees were strongly in favor and spoke fervently of the need to reconstitute the OBNA. 

Officers were volunteered for a 6-month term:

John Bunka - President; 
Jim Sceats -  Vice president
Javier Mazzetti - Treasurer
Michael Lowery - Secretary 

An Officer's/Board meeting will be held following the next Alsace/7th meeting with City Traffic Engineering.   The next public meeting - to approve by-laws and finalize a Board - will be held on Monday, April 22.   We are looking for a permanent place to meet for both types of meetings nearer to the Broadmoor area. 

CONO - the Council of Neighbors and Organizations - will provide a 20 minute program at the upcoming public meeting.  


Near- term:   We need 4 volunteers to serve on the Board to formalize the organization.   Please volunteer on the blog by email or come to one of the next meetings.   The public may contact the OBNA by email through this blog.

28 Polo Non-Use Variance Meeting on Wednesday, 3/15/2017 



38 neighbors attended a meeting at St. John's Episcopal Church on Wednesday evening to discuss the developer's proposal to demolish the existing house, split the existing lot, and build two new houses.    

Residents of Polo Lane and Bear Paw Lane, known as High Valley, plus a few members of the  Broadmoor community at large,  met with developer 28 Polo LLC  to view the initial plans and share their concerns.   City Planner Lonna Thelen hosted the meeting, part of the decision-making process for what is known as a non-use variance.  

Those representing High Valley voiced concerns about water runoff down the hill into their residences, while neighbors on Polo Drive didn’t approve of “lot splitting” because of the possibility of precedent-setting for future development.    Civil and soils engineers reported that drainage issues and soil stability for the two future properties would be about the same as the existing house and lot. 


Most the attendees were in strong opposition to granting the variance.   A decision from Thelen is expected in about 30 days.  28 Polo LLC is owned by Broadmoor Investment Group  LLC, whose registered agent is Cynthia FallHowe, according to public records.

Matching Grant Program for Broadmoor Homeowners - Fire Mitigation Tree and Brush Removal - Limited Money - Limited Time Offer

A new program was announced this week to help homeowners that have problems removing trees and brush themselves for the free chipping program.   A contractor will do the work and the grant program will pay half with provisons detailed below.   Applies to brush and tree removal specifically regarding Wildfire Mitigation.   Details are here, click for larger image:

Application for Variance and Public Hearing Regarding 28 Polo Drive 


The City has received land use applications concerning property in your area. The Council of Neighbors and Organizations (CONO) complements the City's required notification procedures with emails to those who live/manage in proximity to the property, if we have those email addresses.

The applications (3) concern property at 28 Polo Dr. (map link), north of the intersection of Polo Circle and Polo Drive, in southwestern Colorado Springs.
  • In application "AR PFP 17-00122", the applicant seeks approval of a preliminary and final plat to create two Lots.  The application materials mention that the existing home would be demolished, likely being replaced by new homes on each lot.
  • In application "AR NV 17-00123", the applicant seeks a nonuse variance to allow two 19k sqft lots where 20k sqft lots are required.
  • In application "AR NV 17-00124", the applicant seeks a nonuse variance to allow 67' and 59' lot widths on the rear property line where 100' is required.

Frequently Asked Questions:

Is this a Homeowners Association?   Will the OBNA be telling me the color of my roof?    No, a Neighborhood Association is chartered to address overall quality, safety and preservation issues, representing the neighborhoods to the various city/county agencies.

How will the OBNA be reconstituted?   At the first public meeting, a temporary board and officers with 6 month terms will be selected, such that the organization can move forward.  Once this happens, the reconstituted board will update the bylaws, establish a formal membership, then elections for officers will be held according to the bylaws.    The existing by-laws are posted nearby.

Who may be a member?     See the map nearby.   The current bylaws allow everyone in the boundaries, and across the road from the boundaries, to join.  It is likely the board will expand the boundaries to neighborhoods that are not currently covered by adjoining neighborhood associations.

What are the dues?    Currently there are no dues.   Any dues will have to be implemented by the Board in accordance with the by-laws.   It is likely the OBNA will be funded by commercial sponsors and we expect individual membership dues will be unnecessary.  It is likely that any dues will be voluntary, certainly no one will be assessed against their will. 

Does the OBNA conflict with the Broadmoor Improvement Society?   The BIS is primarily a quasi-law enforcement organization that provides security to homeowners in the area.  The OBNA primarily represents the residents of the area to the city and other government agencies.

How do I know the OBNA will operate in a responsible and professional manner?    The OBNA is one of the many neighborhood associations that interact with the Council of Neighborhood Organizations, a local office that provides counsel, board member and officer training, legal support, and other services.   See: http://www.cscono.org.

Why should I join?   The City of Colorado Springs has grown so rapidly, and continues to grow rapidly, as do all the other issues related to traffic, safety, crime, police protection, that “calling the mayor’s office” is no longer a solution for the average citizen.  Even requesting a stop sign entails a complex process, if you can get the attention of the right department, and if they are not busy with a hundred other projects.   A neighborhood association gets the attention of the city, and gets the process going quickly and through the correct channels.
